Police said the staff in Macy’s observed Savastano concealing 11 items worth $591 and leaving without paying for them. She was allegedly on her lunch break at the time.

“We moved swiftly to place her on administrative leave at that point,” said Leon Goodwin, Salem’s town administrator.

Savastano has been the town’s finance director since April 2005 and makes around $118,000 per year.

Goodwin said, to his knowledge, she was always a good employee.

Savastano does not cut checks for the town, but does manage accounts and monitors revenue and spending.

To be safe, Goodwin said the town will be doing a forensic audit and he hopes to start it in the coming days.

“It’s a public job, and we want to make sure the public has their trust in us. So, we are going to do what’s right,” said Goodwin.

Savastano is charged with theft and was released on $1,000 personal recognizance bail. Her arraignment is set for April 4.
